
The Malaysian Communications and Multimedia Commission (MCMC) announced that 1646 communication tower structures, or 99.1% of the target of 1661, have been completed under the National Digital Network Plan (JENDELA) Phase 1. So, what should you know about it?
The implementation raised the coverage percentage significantly
For your information, 98.3% of towers are now fully operational with 2G and 4G services. As of the end of December 2025, the internet coverage in populated areas (CoPA) has increased from 91.8% before the implementation of JENDELA to 99.71% .
In addition, the number of premises covered by the network has now almost doubled, increasing from 4.96 million to 9.81 million premises, exceeding the target of nine million premises. The median mobile broadband download speed also showed an increase to 143.70 Mbps.

According to MCMC, this achievement is supported by network development initiatives by Mobile Network Operators (MNOs), including the construction of new 4G infrastructure, upgrading of existing sites, as well as the benefits of sharing Multi-Operator Core Networks (MOCN).
MCMC stressed that it will continue to monitor this implementation to ensure that the increase in coverage and quality of Internet services is implemented consistently and effectively, in line with the objective of JENDELA Phase 2 to expand Internet access to sparsely populated areas as well as major transportation corridors.
