Annuar Musa: Government has a lead on alleged civil servant e-payslip data theft

The Ministry of Communications and Multimedia (K-KOMM) has assured Malaysians regarding the alleged civil servant e-payslip data theft, saying that the government has found a lead on the incident. Moreover, its Minister, Tan Sri Annuar Musa revealed that a statement will be made by the National Cyber Security Agency (NACSA) soon. 

According to Bernama, the K-KOMM Minister stressed that the government has held several meetings and discussions regarding cybersecurity as it views data leaks and theft seriously. However, Annuar revealed that the government that not many should issue statements, namely only NACSA and the Prime Minister’s Department, as the administration does not want to distract from ongoing investigations.

In response to this latest issue and other cybersecurity incidents affecting our country recently, Annuar announced that his ministry is in the midst of developing a framework to improve or curb issues of data theft. Furthermore, the K-KOMM Minister also clarified that if data theft involves personal data under the supervision of private companies, it is under the purview of the Personal Data Protection Act under K-KOMM’s Data Protection Department. 

Meanwhile, for data from ministerial departments and institutions not under the Data Protection Department such as this civil servant e-payslip data, it is under the purview of NACSA and the Prime Minister’s Department. Nevertheless, K-KOMM will provide assistance in terms of forensics and investigation for this latest cybersecurity issue despite not being under the purview of the ministry.

This is in response to a recent alleged data theft involving over a million rows of identities in the format of JavaScript Object Notation (JSON) and comma-separated values (CSV) from the civil servant e-payslip system database. A ‘grey hat’ cyber security organisation claimed to have made the data theft, saying that they breached the civil servant e-payslip system to expose its weakness.
