
Malaysian Prime Minister Datuk Seri Anwar Ibrahim has just announced the Budi Madani RON95 or BUDI95 program to subsidize RON95 petrol starting from 30 September 2025. Malaysians with an active drivers license and MyKad will be allotted 300 liters of RON95 petrol at RM1.99 per liter every month.
This 300 liter quota cannot be carried forward if there is extra and after the quota has been used, the price of RON95 will be charged at RM2.60 per liter. Foreigners and non-citizens will be charged this price. Malaysians with foreign registerd vehicles will also be charged this price as well.
How will this be implemented?
According to the Prime Minister, BUDI95 will be implemented using JPJ records and working MyKad identification cards. Verification will be done through terminals at petrol stations or at the oil pumps.
eWallets like Touch ‘n Go eWallet, Setel and Caltex that have verified the MyKad through eKYC will be able to pay at the subsidized rate without petrol station verification.

If your MyKad chip is faulty, you can replace your MyKad for free at JPN from 23 September 2025 to 7 October 2025. Usually, if your MyKad cannot top-up Touch ‘n Go this could be a sign that your MyKad chip is actually faulty and may need replacement.
While this BUDI95 may be implemented this way starting from 30 September 2025, the Finance Ministry may implement other methods in the future. We expect that this is where the PADU database might come into play for T20 Malaysians. There's also no mention about how this might affect Credit Card and Debit Card users who pay directly at the petrol pumps though.
