
Google Cloud has announced the Agent Payments Protocol (AP2), a new open standard to securely initiate and process payments led by AI agents. The move is a significant step into the future of commerce, particularly for Southeast Asia, where the combined gross merchandise value of e-commerce and other online services exceeded RM1.1 trillion in 2024.
Over 60 key ecosystem players in the region, including Lazada, Shopee, and Razer, are collaborating with Google to shape this new standard. The protocol functions as an extension of the existing Agent2Agent (A2A) and Model Context Protocol (MCP).
It establishes a foundational framework for users, merchants, and payment providers to transact with confidence, regardless of the payment method used. This means that when people start asking their AI to search for and buy stuff for them, the rules involving these transactions will be in place.
Features of the New Protocol
The Agent Payments Protocol is built to handle three critical aspects of agent-led transactions: authorization, authenticity, and accountability. It provides the proof that a user gave an agent the specific authority to make a purchase, allows a merchant to verify that the agent’s request reflects the user’s true intent, and establishes clear accountability if a fraudulent or incorrect transaction occurs.
At the core of the system are "Mandates," which are tamper-proof, cryptographically signed digital contracts. These mandates serve as verifiable proof of a user’s instructions.
For real-time purchases, a user’s request is captured in an Intent Mandate, and their approval of a shopping cart signs a Cart Mandate. For delegated tasks, a detailed Intent Mandate is signed upfront, specifying rules like price limits and timing.
This pre-authorization allows the agent to automatically generate a Cart Mandate once the conditions are met. This process creates a transparent and trustworthy audit trail from intent to payment.

The protocol is especially relevant for Malaysia and the wider Southeast Asian market. The gross transaction value for digital payments in the region is projected to surpass RM9.87 trillion by 2030, and AP2 aims to provide the secure building blocks to support this growth.
