
Malaysia’s Ministry of Finance (MoF) has officially expanded the BUDI95 fuel subsidy program to cover all 16 million citizens with a valid MyKad and driving license, marking a major milestone in digital public service delivery.
Since its launch on 25 September 2023, the BUDI MADANI RON95 portal has received over 8.6 million applications, enabling eligible users to enjoy RON95 petrol at RM1.99 per litre—a significant discount powered by real-time MyKad verification at petrol stations.
What’s New: STR Recognition and Nationwide Eligibility
The MoF confirmed that STR recipients who have used BUDI95 are now officially recognised under the system. But the bigger news? The program is no longer limited to STR recipients. As of 30 September 2023, any Malaysian citizen with a MyKad and a valid driving license can benefit from the subsidy—no additional registration required.
To date, 11.5 million subsidised fuel purchases have been recorded, signalling strong uptake and smooth implementation across the country.
Data Sync Alert: MyKad–License Mismatch Could Block Access
In a parallel announcement, Finance Minister YB Senator Dato’ Seri Utama Tengku Zafrul urged citizens to verify and align their MyKad and driving license data to avoid disqualification. A joint analysis by MoF and the Ministry of Transport (MoT) revealed that many driving licenses still use outdated formats—military IDs, police numbers, or old ICs—that don’t match the 12-digit MyKad format.
To ensure eligibility, users are advised to update their license data at the nearest JPJ office. The official portal budimadani.gov.my offers a quick eligibility check and further instructions.
