MCMC: Social media and internet messaging services in Malaysia must apply for licences starting 1 August

The Malaysian Communications and Multimedia Commission (MCMC) has announced that all social media services and internet messaging services with at least 8 million registered users in Malaysia must apply for a Class Licence beginning 1 Aug. In a statement, the commission said that this is part of a new regulatory framework that would be introduced. 

It added that failure to obtain said licence under the Communications and Multimedia Act 1998 after the effective date would be an offence. Furthermore, appropriate legal action will be taken against the operators of social media and internet messaging services that do not comply with the framework. 

 

 

MCMC elaborated that this decision is in line with the stance taken by the Cabinet that social media services and internet messaging services must comply with Malaysian laws. Moreover, it’s meant to combat the rise in cybercrime offences including scams and online fraud, cyberbullying, and sexual crimes against children.

Previously, these services were exempted from licensing requirements based on the Communications and Multimedia (Licensing) (Exemption) Order 2000. However, it noted that this new framework only applies to services that meet the licensing eligibility criteria and doesn’t affect users.
