MCMC moves to tighten Prepaid SIM registration to curb scams

A few hours ago, the Malaysian Communications and Multimedia Commission (MCMC) published its Public Inquiry Report on proposed mandatory standards for the registration of prepaid mobile end users. The report outlines feedback received from both industry players and the public, alongside the Commission’s final policy position on strengthening prepaid SIM registration in Malaysia.

 

Stronger Prepaid Registration Safeguards

According to MCMC, feedback from stakeholders showed broad and consistent support for tougher safeguards in prepaid SIM registration. Both industry participants and members of the public acknowledged that current registration practices require stronger controls to better protect consumers and reinforce trust in digital and mobile services.

MCMC noted that weaknesses in existing systems have contributed to widespread misuse of SIM cards for fraudulent activities, including online scams. The Public Inquiry was conducted under the Communications and Multimedia Act 1998 and follows consultations that took place between October and November 2025.

 

New Mandatory Standards Target Fraud and Misuse

The proposed Mandatory Standards introduce a more robust regulatory framework aimed at improving the security, integrity, and accountability of prepaid SIM registrations. MCMC highlighted that current self-registration processes relying on document uploads remain vulnerable to identity forgery and theft, while the lack of a secure digital identity anchor limits traceability and enforcement.

The strengthened framework is designed to address inconsistent registration practices, the circulation of pre-activated SIM cards, and fraudulent registrations that pose risks to consumer safety and national security. A key enhancement outlined in the report is the integration of MyDigital ID as a verification mechanism for prepaid SIM self-registration. This applies to individuals who have registered for MyDigital ID and supports the government’s national digital identity initiative.

 

Clearer Responsibilities for Telcos and Dealers

The proposed standards also introduce clearer responsibilities for service providers and dealers. These include the use of secure automated registration platforms and biometric authentication where applicable, ensuring stronger safeguards against improper SIM usage and registration abuse.

 

Mandatory Standards to Be Issued by End of February 2026

The Public Inquiry Report summarises all feedback received and sets out MCMC’s final assessment and policy direction. The Commission said it reflects its commitment to transparent and consultative regulatory development.

Following the report’s publication, MCMC will issue and register the Mandatory Standards as a Commission Determination under sections 55 and 104(4) of the Communications and Multimedia Act 1998.
