MCMC to roll out National Address System (NAS) with RM700 million investment by 2027

The Malaysian Communications and Multimedia Commission (MCMC) has launched an initiative to expand the National Address System (NAS), aiming to unify and improve address data across the country.

The project has received an investment of approximately RM700 million for data acquisition and is scheduled to be fully implemented by 2027.

According to MCMC’s Head of Digital and Geospatial Innovation Division, Ahmad Aswadi Yusof, groundwork for the system began this year with feasibility studies, the formation of a cross-agency task force, and initial pilot projects.

The next phase, slated for 2026, will focus on system development, community engagement, and data validation. By 2027, MCMC plans to finalise the NAS application, verify data quality, and consolidate the nationwide address database.

Malaysia currently lacks a standardised addressing system. This has caused issues such as delivery errors, particularly in areas with identical or similar place names. For example, parcels intended for Taman Bahagia in Kuala Lumpur have mistakenly been delivered to Taman Bahagia in Sandakan, Sabah.

The NAS is designed to eliminate such problems by serving as a central, government-endorsed address reference for over 11 million locations across the country.

NAS rollout plan and features

2025 (Current phase):

  • Conduct feasibility study
  • Establish inter-agency task force
  • Initiate pilot projects

2026 (Development phase):

  • Expand system development
  • Form a NAS user community
  • Validate and update address data

2027 (Final phase):

  • Compile and verify address data quality
  • Enhance and deploy NAS application

Additional project highlights:

  • Budget allocation: RM700 million invested in geolocation and address data
  • Primary goal: Improve accuracy and standardisation of addresses nationwide
  • Coverage target: Over 11 million verified addresses

The NAS rollout is expected to enhance logistics, emergency response, e-commerce, and mapping services throughout Malaysia. A unified address system could also benefit government agencies and businesses that rely on accurate location data.
