
It has been a few rocky months for Maxim, but it looks like the dust has settled. Maxim E-hailing Malaysia has officially received the final approval letter from the Land Public Transport Agency (APAD), confirming that the platform is now fully compliant with all regulatory requirements to continue nationwide e-hailing operations.
This marks the successful completion of a three-month monitoring period assessing driver documentation, platform safety, and operational standards.
Key Compliance Efforts and Operational Improvements
During a press conference in Kuala Lumpur, Mushfique Ahmed, Maxim Malaysia’s Legal Compliance & Government Relations representative, outlined the measures taken to meet APAD’s requirements. These included strengthening legalisation processes, improving financial and informational support for drivers, enhancing safety features, and expanding community-focused programmes.

Maxim submitted all necessary reports, conducted internal audits of PSV and eVP licences, updated its onboarding process, and implemented more stringent inspection procedures. The company also introduced incentives such as financial assistance of up to RM400 for new drivers and 0% commission for newly approved drivers. Collaborations with driving schools helped expedite PSV licensing with full expense coverage.
Enhanced Safety and Accessibility Features
Safety remained a core priority throughout the compliance period. Maxim introduced women-only ride options in selected East Coast cities, supplied child seats to top-performing drivers in Terengganu, and upgraded the in-app SOS button to improve emergency response times.
The company also expanded accessibility initiatives for Persons with Disabilities (OKU). These include 0% commission for OKU drivers and improved ride options tailored for OKU passengers.
Community Initiatives and Social Responsibility
Maxim continued rolling out community-focused programmes, including Merdeka and Malaysia Day campaigns, transportation support for the blind community, and blood donation drives. Its memorandum of understanding (MoU) with the Malaysian Association for the Blind reinforces the company’s dedication to inclusivity and social welfare.
Strengthening Malaysia’s E-Hailing Ecosystem
Hazwan highlighted that Maxim’s mission extends beyond traditional e-hailing. The platform serves as a crucial economic enabler for individuals who rely on e-hailing as their main or supplementary income source across major cities, suburbs, and rural areas.
“These steps reflect our commitment not only to regulatory compliance but also to strengthening passenger safety, driver welfare, and community support. Maxim has shown that it is a necessary and competitive player in Malaysia’s e-hailing landscape, helping reduce market monopoly and improving mobility across all states,” he said.
