The Malaysian government is launching MyDigital ID, a national digital identity initiative offered free of charge, alongside a broader National Artificial Intelligence Technology Action Plan.

This plan is aimed at enhancing public service delivery and boosting national competitiveness. These efforts are part of the 13th Malaysia Plan (RMK13).

MyDigital ID will serve as a secure and unified digital identity, allowing Malaysians to access various public services through a single online gateway.

Meanwhile, the AI Action Plan will support the development of digital infrastructure, promote responsible AI use, and improve service quality across sectors such as healthcare, education, agriculture, and energy.

 

Enhancing public services and digital access

Prime Minister Datuk Seri Anwar Ibrahim announced the initiatives during a session in the Dewan Rakyat on 31 July 2025. He stated that the government’s goal is to have 95 percent of federal public services fully accessible online by 2030.

The GovTech division under the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) will develop a one-stop platform integrating services such as e-Syariah and digital court case management.

The government also plans to upskill civil servants in digital tools, big data analytics, and artificial intelligence to support this transformation.

The initiatives align with the broader MyDIGITAL strategy and Malaysia's Research, Development, Commercialisation and Innovation (RDCI) framework, which focuses on building local capabilities and promoting homegrown technologies.

These efforts also support Malaysia’s goal of ranking among the top 20 countries in the United Nations E-Government Index and maintaining an A-level rating in the World Bank’s GovTech Maturity Index.

 

AI action plan highlights

The AI Technology Action Plan, currently being finalised, is designed to serve Malaysia until 2030. It includes principles of transparency, equity, and public interest, and will be guided by the National AI Framework and the National Digital Economy and Industrial Revolution 4.0 Council.

The Deputy Prime Minister emphasized that the plan will include ethical guidelines and support the growth of AI ecosystems, particularly in areas with high-impact potential such as smart cities and automated public services.

These are the main components announced under the digital transformation plan:

  • MyDigital ID: A free, secure digital identity to streamline access to federal government services
  • GovTech Platform: A centralised, one-stop digital service portal including court, religious, and civil functions
  • AI Action Plan (2025–2030): National strategy for AI development, ethics, and sectoral integration
  • Public Sector Upskilling: Training civil servants in AI, digital tools, and data analytics
  • Digital Governance Goals: Targeting top-20 global e-government ranking and A-tier GovTech maturity
