Over 1600 telco service quality issues detected in Malaysia this year, says MCMC

Between January and July 2025, the Malaysian Communications and Multimedia Commission (MCMC) uncovered 1684 cases of non-compliance with service quality standards across 815 locations nationwide. These findings were revealed in Parliament by Deputy Communications Minister Teo Nie Ching, highlighting ongoing challenges in telco performance and coverage.

 

What’s Behind the Numbers?

The issues were identified through 2781 quality audits conducted under the Mandatory Standards for Quality of Service (MSQoS), which set benchmarks for wireless broadband performanceincluding minimum download speeds of 10Mbps.

MCMC issued 268 Commission Directives across 219 locations. So far, 462 cases have been resolved by service providers, while 1222 remain under review. These pending cases involve tower upgrades or the construction of new infrastructure.

 

What Happens Next?

Telcos found in breach of MSQoS may face serious penalties. These include fines of up to RM1 million, jail terms of up to 10 years, and an additional RM500000 fine under Section 105(5) of the Communications and Multimedia Act 1998. MCMC will continue to follow-up inspections to ensure compliance and improvements are made.

 

What Can Consumers Do?

Users experiencing poor service are encouraged to lodge complaints directly with their telco. If issues remain unresolved, they can escalate the matter to MCMC via aduan.mcmc.gov.my, or report affected locations using the MCMC Nexus app. Consistent download speeds below 10Mbps will trigger further audits and corrective action.
