If getting even an entry-level smartphone is difficult, then perhaps you'd be better off going for DiGi's Postpaid Simple plan which now offers the Sony Xperia E for free. The plan requires you to also select the Mobile Internet data plan of your choice as well but in the long run it should be worth it. You also have to sign up for a 24 month contract. As far as smartphones go, the Sony Xperia E should be a good beginning for those just starting out with smartphones while the DiGi Postpaid Simple does what it says by keeping things easy to understand. While it does say that the smartphone is free you will be required to pay RM360 which will be returned through RM15 rebates throughout the 24 month contract period.
