
The Ministry of Finance (MOF) is examining proposals to expand the use of the MyKad-based digital ecosystem, including integration with the Basic Rahmah Contribution (SARA) system to strengthen identity verification in monitoring the sale of subsidised cooking oil.

Finance Minister II Datuk Seri Amir Hamzah Azizan said his ministry was working closely with the Ministry of Domestic Trade and Cost of Living (KPDN) for this purpose, especially involving the use of MyKad for the Cooking Oil Price Stabilisation Scheme (eCOSS) system.
This approach can leverage existing infrastructure without introducing additional methods that burden the people, thus ensuring that only citizens who are eligible to enjoy subsidies.
Moreover, he added that the measure was also to ensure that leakages could be curbed and that subsidies could be distributed easily, fairly and accurately to the target group.
Meanwhile, the Ministry of National Development and Reform, in a written response dated February 11, also informed that they are studying the use of a new generation of identity cards that will be introduced and equipped with QR codes as an alternative to Mobile eCOSS for the purchase of subsidised packet cooking oil.
"This effectiveness is also supported by the implementation of SARA 2025, which recorded a 99% usage rate through MyKad. This proves that the MyKad approach works well and is user-friendly without the need for additional applications," he said in the Dewan Rakyat today.
Previously, the government had implemented the use of MyKad as a mechanism to verify eligibility for the BUDI95 petrol subsidy, in addition to functioning as a transaction mechanism for the purchase of goods under the Basic Rahmah Contribution (SARA).
