Today, TikTok pulled an unexpected move and a new update now allows TikTokers to post text-based content. The post text can be seen just beside the Photo option after tapping on 'Create'.
On TikTok's newsroom, creating text-based content is simple. It's quite similar to creating texts on stories and you can customise a bit here and there. It has Sound features, tagging a location, enabling comments, and allowing Duets.

Moreover, you may choose to add stickers, tags and hashtags, background colours, as well as drafting and discarding it entirely. It seems that TikTok is challenging other social platforms, adapting text-based content but at the same time, drifting away from its original purpose which is quick video content creation.
It's unclear how often would we see TikTokers use this feature, but either way, the update is already available. You must update your TikTok app on the Apple App or Google Play Store to access the new feature.
