Transport Minister Anthony Loke Siew Fook today announced that all airlines must provide mandatory full refunds to passengers of flights delayed by 5 hours or more. This new regulation will come into force starting this 2 September.

The Star quoted Loke as saying that this was part of the amendments to the Malaysian Aviation Commission’s (Mavcom) Malaysian Aviation Consumer Protection Code (MACPC) 2016. Moreover, the Transport Minister elaborated that this will apply to passengers who chose not to proceed with the delayed flight and opted to purchase a different flight altogether.

Refunds must also be offered through the passengers’ initial payment method. Other amendments to the MACPC will also see refunds applicable for flights disrupted due to extraordinary circumstances like changing weather patterns.

Meanwhile, starting January 2025, consumers must be notified of changes towards a flight's scheduled time of departure at least 2 weeks before the date. This is unless the change involves extraordinary circumstances or unavoidable technical issues.
