Based on a statement by Manu Kumar Jain, Global VP and Managing Director of Xiaomi India, it seems that the Android 11 Beta will be available on the Xiaomi Mi 10 series very soon. While not much is known in regards to the exact date the smartphone series will be receiving the beta, we do know that it will most likely come in a week or two.
Since it is still a beta, devices with Android 11 beta will not have all the features available on the Android 10. However, that is subjected to change as soon as the Android 11 is fully launched which is either end of 2020 or early 2021.
