Recently DxOMark has tested the Xiaomi Mi 9 and concluded that it has the best video capabilities on a smartphone, capable of taking 4k resolution videos with pretty decent details to boot.
Based on the review, the Mi 9 performed well in terms of colour reproduction as well as video exposure. HDR performance, however, the only device that managed to score in this category is the iPhone XS Max thanks to their HDR Video Algorithm.
