
The Malaysian Communications and Multimedia Commission (MCMC) today issued the Commission's Determination on the Mandatory Standards for End-User Registration of Prepaid Public Cellular Services , in accordance with the provisions of Sections 55 and 104 (1)(b) of the Communications and Multimedia Act 1998 (CMA 1998). That said, what should you know about it?
This is not a new rule though
According to MCMC, the issuance of this Mandatory Standard is an important regulatory measure to close the loophole for prepaid registration abuse which is often exploited for online fraud and identity theft. Under the new framework, Malaysians are still allowed to own up to five prepaid SIM cards from each telecommunications service provider .
Additionally, this limit applies to citizens, permanent residents and temporary residents, while non-citizens are limited to two SIM cards from each telco. However, it is important to understand that this limit of five prepaid SIMs is not new. A similar provision has actually been introduced since the updated prepaid SIM registration guidelines in 2017, where each user was also limited to a maximum of five SIMs per service provider.
Users aged 12 to 17 years old must be registered by their parents or guardians
Among the main changes introduced include self-registration now requiring the use of identification documents along with MyDigital ID identity verification. Apart from that, this Mandatory Standard also stipulates that individuals aged 12 to 17 years old must be registered by their parents or guardians , with the child's name permanently listed as the user of the number.
Activating a prepaid SIM card before the registration process is complete is not permitted, while the period of use of a tourist SIM is limited to a maximum of three months before it is automatically terminated.
