Unfortunately, the device is merely a concept phone and it will not be available for the public to purchase.

Earlier today, vivo has officially announced that their APEX 2020 concept smartphone finally has a launch date which will be on 28 February 2020. However, due to the fact that the Mobile World Congress 2020 in Barcelona was cancelled, vivo will instead unveil the device in Beijing, China.
