Malaysia offers free MyKad chip replacement ahead of BUDI95 launch

Yesterday, the Malaysian government announced the BUDI95 program, under which every Malaysian with an active driver's license and MyKad can claim 300 litres of RON95 monthly at RM1.99 per litre. If you need to repair and replace your MyKad, you can do so for free for a limited time.

Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed that Malaysians with damaged or unreadable MyKad chips can visit any National Registration Department (JPN) office or counter nationwide to get replacements at no cost. Replacing your damaged MyKad begins today (23 September) and continues until 7 October 2025.

The government is absorbing all costs to ensure that technical issues with MyKad chips do not prevent eligible citizens from accessing the BUDI95 fuel subsidy. The estimated cost to the government for this free replacement period is approximately RM714660, covering all administrative and operational expenses.

Home Minister Saifuddin emphasised the importance of keeping MyKad chips in good working order. He noted that a functioning MyKad is not just for identification but is also key to accessing many government services, including the BUDI95 subsidy. He urged Malaysians to check their MyKad status early to avoid disruptions.

Between January and August 2025, JPN received 294715 MyKad replacement applications due to damaged cards or faulty chips. The number of requests has steadily increased in recent months, with June seeing 32819 applications, rising to 40371 in July, and 45411 in August. Up to 21 September, 22858 applications had already been received for September alone.

 

The Bottom Line

Starting from 23 September, any Malaysian with a faulty MyKad chip can go to any JPN counter or office across the country to get it replaced for free. The programme ends on 7 October 2025. Citizens should also ensure they have a valid driver’s licence, as this is required in conjunction with MyKad when applying for the BUDI95 subsidy.
