Today, Prime Minister Datuk Seri Anwar Ibrahim launched the PADU (Education Performance and Delivery Unit) data service. To develop the country's digital transformation, PADU will make it easier for the government to assist the Rakyat.
Before we get started, let's have a summary of today's keynote, Anwar noted that too many leaks and frauds occurred in distributing aid to the people. He said that the distribution of subsidies without a digital approach will only benefit the omni-rich and foreigners.
Since the government has already spent RM80 billion to subsidise, he said Malaysia will not be able to survive in managing the national budget if the issue of subsidy distribution cannot be fixed. Therefore, the PADU system can avoid every leakage in the distribution of the government aid and subsidies.

What is PADU?
PADU was established to provide a secure, complete and near-real-time experience for Malaysians as a national primary database. This enables more accurate data analytics, and data-driven policy formulation and allows targeted policy implementation to balance the fiscal position.
Additionally, it will also improve the efficiency of the management, collection and storage of data from various sources. This includes your profile information which is obtained through the integration of administration data from various agencies, while the rest of the data will be updated by individuals. With this, it aims to improve the delivery of government services such as subsidies more efficiently, as well as to significantly save resources.
PADU was fully developed by the Ministry of Economy, Department of Statistics Malaysia (DOSM) and the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) as well as several other government agencies, without involving outside parties. It took them six months to develop the PADU system.
When can I register?
You can do so from today onwards until 31 March 2024. All citizens aged 18 years and above can register and check the data on the PADU website, as well as update and verify the required 39 personal information. You can visit the PADU web portal now right over here.
For those living in rural areas with low internet access, DOSM will allow manual registration at the Center for Digital Economy (PEDi), district offices and local government offices. The government will also set up a special team to bring Starlink services to areas that do not have internet coverage.
The reason why you must fill in some of your personal information is so that the PADU system can allow the government to identify the people who are truly eligible to receive subsidies. The PADU system will identify various factors such as the number of dependents, total income and household level whether for B40, M40 or T20 categories.
In addition, the Economy Minister, Rafizi Ramli, said no action will be taken against those who do not update the information in PADU, but they are at risk of dropping out of receiving subsidies that will use PADU data in the future.
To encourage the people to update the PADU data, he said the first 3,000 people who register and update the data at PADU will receive the Touch 'n Go NFC card for free. Those who register at PADU can also receive discounts at MYDIN supermarkets.
Is my data safe?
As explained by Rafizi a few days ago, our banking data is not included in PADU because of the Bank and Financial Institutions Act 1989 (BAFIA), which prohibits the data from being used by other parties. In terms of management, PADU data will not be shared with any party because it is against the law.
While various government agencies will contribute to the collection of PADU data, not all agencies can retrieve the data for their own use. The data available in PADU can only be used by certain agencies, depending on the case.
Meanwhile, Malaysia Digital Economy Corporation (MDEC) Chairman Syed Ibrahim Syed Noh said the people's data stored in PADU will be regulated by several existing acts as well as the Omnibus Act. The Omnibus Act is an act that coordinates data sharing and cloud storage between government agencies and it will be tabled this year.
Datuk Seri Anwar Ibrahim also asked Chief Secretary to the Government Tan Sri Mohd Zuki Ali to monitor the implementation of the PADU system so that it achieves its original goal of guaranteeing the distribution of subsidies to the people.
