However, recently a delve into the OS code on older iPads show that the feature can actually be turned on internally but it is disabled by Apple.

The recently held WWDC 2022 event by Apple introduced a lot of new features and improvements for iPhones and iPads via iOS 16 and iPadOS 16 respectively. For the latter, among the most notable addition has got to be the ‘Stage Manager’ feature which allows users to resize apps into overlapping windows, a feature similarly found on new macOS Ventura.
While this new addition makes the iPad one step closer to being a computer replacement in terms of software, it seems that only iPads that are powered by the M1 SoC will have the privilege to get the feature. This is because Apple has clarified that iPads that run on its mobile A-series bionic chips will not get Stage Manager, which includes the iPad Pro 2020 which is only 2 years old.
